we are following breaking news out of prince george's county. police are at the scene of what they are calling a death investigation in college park. at this . we have very few details confirmed but this accident happened in the 8700 block of 36th avenue around one this morning. right now police are saying that the suspects involved were seen leaving in a tan honda odyssey. we are not sure what happened but we are working to get more information and video from the scene as soon as we get it we will bring it to you on the air or online at abc2news.com. for the first time in a second term, president obama will address the nation with his state of the union address. charley is at the live desk with when's expected tonight. he covered a lot of ground in the past three months. >> he has. since taking reelection on november 6th, the president has been in the middle of debates regarding the fiscal cliff. the debt ceiling gun control and immigration reform. all the hot topics will likely make it into the president's remarks but the focal . from

made in other areas and hopes the biggest sanction will come from pension reform she wants more city workers to contribute to the retirement plan and cut the work force by 10% over the next ten years. demolish more vacant homes and charge a fee for trash pickup. the mayor is calling on firefighters to work longer hours, something the union is not taking lightly. >> i fermly believe that -- fermly believe if you make -- firmly believe inform you make the hours longer and cut the work force we will see ill effects from it. i certainly do. >> reporter: right now city firefighters average about 42 hours a week. if any changes were to be made to the workweek, the city would have to negotiate that with the police and firefighters union. live at city hall, linda so, abc2 news. all new this morning north korea has successfully conducted the third nuclear test. officials worldwide suspected some sort of thing happening after the u.s. geological survey deteched a 4.9

earthquake in north korea. while you were sleeping, state media confirmed officials in north korea had in fact detonated a nuclear device. officials say the atomic bomb was lighter and had more explosive force than those used in past tests. north korea's action defies the secretary consul's action to shut down the activity or face more sanctions and international isolation. it's the first since kim jong untook power. president obama is now calling the test a -- test a threat to america's national security. another sad day for student in our area. grief counselors and additional staff will be on hand at manchester high. this is the community -- this as the community mourns the loss of a teacher just starting out. devin spence was killed in a car accident he's head to school when the focus went off road. he was towson alum and started teach math last year.

he was going to coach girl lacrosse. >> he was going to go the extra mile and you can tell that he enjoyed what he was doing. we have to live every day and remember you know how fortunate it is that we had mr. spence here for a period of time. the biggest loss i feel is for the students and student athletes. >> the carroll county sheriff office says ice may have about one of the reasons that it caused spence's car to cross the center line and hit a school bus carrying 5 students. no one on board the bus was hurt. investigators called this suspicious from the jump. this morning, police are looking into last week's deadly fire in northwest baltimore. we are starting to learn more about the circumstances surrounding the crime. police say 32-year-old jennifer conyers a baltimore city social worker was murdered by a man she met on an online dating site. relationship ended month ago but on friday 38-year-old monte carter somehow got into her home. police say carter beat her tied her up and dragged her into the basement before setting the

house on fire. allegedly carter stole her atm card and white mustang. according to police he used thecard to go on a drug binge and that's when police tracked him down. >> he admitted important facts and he was covered in blood during the questioning, and when asked about the murder of miss conyers he declined to comment and requested counsel. coy nt know what else to call him but an animal behind bars for a absolute egregious murder of someone who dedicated her life to helping others. >> he is facing a handful of charges including second degree murder and arson and robbery. police say they are looking for another suspect who could be connected to the crime. the feds are getting involved with the investigation of the queen anne county sheriff office and his brother. >> what the two are accused of doing that led to the added help being brought in. >> and we have snow to the north and rain to the south. i will tell you what that means for our weather coming up. >> reporter: well, fortunately

thanks for joining us this morning. more dogs will be shake their paws. the competition at west minter kennel dog show continues this morning and judges are to -- have to vote on a handful of breed to make it to the finals. they have to vote and tonight one dog will be crowned best in show. big of the award in the competition. we have been told an old english sheep dog and an american foxhound that american foxhound by the way from baltimore. all won the respective dog groups yesterday. they have a chance at winning best in show so i am keeping my fingers crossed for the baltimore dog. >> got to go for the local dog. sure. >> absolutely. >> new video in this morning anhow will take refuge inside a suv not the car or the cab but in the grill. you see him peering out there. the owl got stuck after being hit by a car and the owner said she thought the bird died.

all day we will be dealing with the wind. gusts at 33 degrees in hickory and 18, 25 in northeast and this is going to be the scenario as we continue through the day. so, we will have a wind chill out there. i am forecasting a high around 49 degrees for today. but with the winds out of the west we will feel like we are in the low 40s. now we will have brief clearing as we go throughout the day as high pressure tries to build in here between the two systems. but, after that, we are keeping our eye on the area of low pressure that's down to the south. you can see all that wet weather working its way along the gulf coast states. but we will have the chance for some wintery mix a little rain and snow will get in here as we go into tomorrow. see the next wave developing across the area as i zoom in. being see heavier rain now coming around montgomery and atlanta. all this is sliding still to the south of us but that wave can get a little further to the north than what we think and with that we will have the rain and snow. here the storm track once again that rain snow line so as we go

we have trouble in howard county. we are dealing with a crash along westbound lanes of route 32 at columbia pike. the ramp to columbia pike will be shut down. there's another crash on interstate 70 right along the westbound lanes as you pass route 32. eastbound lanes will be clear making the push to the beltway. and here's a live look at the west side of 695 at baltimore national pike. the construction has cleared and the delays have as well. you're looking at an 8 minute ride on the outer loop from 795 down to 70ch the inner loop clear -- 70. the inner loop clear as well. heading to 83 north of the beltway, nice and normal conditions. no trouble getting downtown on the jfx this morning. that's a look at your commute. megan and chearley, over to you. as you get ready to put your kids on -- charley, over to you. as you get ready to put your kids on the school us about there's a new law you need to know b last year our investigators found school bus drivers were getting speeding
